Founder & President - Sales & Business Development
Andrew Bester is a results-driven sales and business development leader with a focus on PMO workflow. With a proven record of building profitable partnerships in media, and delivering global awards for Fortune 500 clients, a new challenge was on the horizon: joining ARCSA helped Andrew recognize the need for waterworks solutions. As Founder of Blue Bear Waterworks, Andrew has turned his passion for water security into a growing business that designs and implements end-to-end client solutions.
Andrew’s professional background spans more than two decades of sales, sales leadership, project management, and partnership development. His former experience in martech and adtech compliments the need for modern tech solutions for waterworks and rainwater projects, with a fresh perspective on legacy technology within this space.
Blue Bear ensures that every project, from initial consultation through installation and commissioning, follows clear milestones, communication protocols, and QA/QC standards. Andrew is recognized for transforming complex technical requirements into actionable solutions, aligning engineers, contractors, and stakeholders to deliver projects on time, on budget, and with exceptional customer satisfaction from A-Z.
Andrew holds multiple certificates from Cornell University's SC Johnson College of Business, including leadership, business strategy, and project management programs. These credentials reinforce his commitment to continuous learning and to applying world-class frameworks to real-world challenges.
System Design & Specifications
Ken Nentwig is a certified ASSE 21000 Rainwater Harvesting professional with over 50 years of experience in landscape architecture, site planning, and technical education. For the past decade, his work has focused on rainwater and stormwater management design, installation, and inspection. Operating from Victoria, BC, Ken has contributed to projects across Canada and internationally, from subdivision and housing design to residential and commercial rainwater systems. He has also developed skills and technical training for various purposes internationally.
Ken has collaborated with engineers, architects, geo-technical specialists, and trades, bringing a highly professional and practical perspective to every project. His mission is to advance cohesive planning for water stewardship; including aquifer protection, alternate water source development, and implementation of best practices nationwide. He works with municipalities, community groups, and First Nations organizations to coordinate rain and stormwater projects that build resilient, sustainable water infrastructure for future generations.
Operations Planning & Software Implementation
Before returning to Canada to join Blue Bear and advance the Canadian water solutions industry, Phillip built a 20-year international career in operations, project management, and technology-driven process improvement. He began with LG and Samsung in South Korea, developing expertise in large-scale operations and organizational strategy, before moving into international finance and private equity across Hong Kong and Bangkok, where he led cross-border initiatives and implemented integrated software platforms to enhance efficiency, client experience, and compliance.
Alongside his finance career, Phillip owned and operated a real estate agency in Bangkok, applying a data-driven, technology-focused approach to optimize sales and client management. His diverse background reflects a consistent focus on operational excellence, innovation, and results - principles he continues to bring to his leadership at Blue Bear.

Bob Cowin is a proud drinking water operator with over 50 years of experience and a dedicated mentor in the water industry. He founded Lakeshore Hydrant Services more than 30 years ago to deliver high-quality service to the private sector, built on provincial standards and regulations. As part of the Blue Bear cooperative, Bob is the NFPA dry hydrant and fulfillment expert, and is President/CEO of LHS Inc. & S&R Fire Protection
Eight years ago, Bob led LHS Inc’s investment in its first fire truck, following extensive research into NFPA 1142, the Ontario Fire Code, and the Ontario Building Code. This milestone elevated their inspection and service capabilities and laid the foundation for the creation of S&R Fire Protection.
Today, S&R Fire Protection is a recognized leader and consultant to fire services, engineers, and property owners across Ontario. Under Bob’s leadership, S&R remains committed to innovation, continual learning, and evolving its dry hydrant program to provide the most reliable and effective solutions possible.
